IHarbour Lectures(7): Legal Notes in the "Belt and Road” Concerto

On the afternoon of May 13th, Professor Wang Guiguo, dean of the Institute of International Strategy and Law, Zhejiang University, delivered a lecture entitled Legal Notes in the "Belt and Road” Concerto.

Professor Wang Guiguo pointed out that the “Belt and Road” was the result of globalization, which in turn promoted globalization. Xi'an, the starting point of the ancient Silk Road, has witnessed the development of the “Belt and Road”. With the continuous progress of globalization, a more open global market, and closer relations on economic and trade, and investment and capital exchanges among countries, the “Belt and Road Initiative” has  proven an initiative in line with the needs of the times consequently, it has been widely supported by the international community.

In order to ensure that the “Belt and Road Initiative” benefits more countries and regions based on its standardized implementation, Professor Wang Guiguo advanced the concept of global governance in the process of globalization. He said, “In order to create a good environment for development and to safeguard common interests and order, we should establish a series of standards such as compliance by participating countries with the principles of fairness and transparency, respect for anti-dumping agreements and so on.” “Countries should localize international rules according to local conditions, which requires countries to establish appropriate legal frameworks, strengthen legal mechanisms and improve judicial procedures.”

The Belt and Road Initiative involves many countries and regions and involves fields such as infrastructure construction, trade, investment, transportation, etc. The diversity of culture, customs, law, political system and others will  bring both opportunities and challenges to cooperation between different countries. In order to realize common development and joint participation as well as to open up a broader market, Professor Wang believed that we should improve the procedural and substantive rules of international law, and promote free trade and multilateralism in accordance with its basic principles. In terms of future development, he thought the establishment of dispute settlement mechanisms would advance the further implementation of the “Belt and Road Initiative”.
