IHarbour Lectures(9): Foreign Relations Law in the United States: Old and New Challenges

On the morning of May 16, 2019, the renowned internationalist Paul B. Stephan, delivered a lecture titledForeign Relations Law in the United States: Old and New Challenges.

Paul B. Stephan obtained his bachelor’s and master’s degree at Yale University, in 1973 and 1974, respectively, and was awarded his J.D. in 1977 from the University of Virginia. He was a coordinating reporter for the American Law Institute’s Restatement (Fourth) of the Foreign Relations Law of the United States. During 2006-07, he served as a counselor on international law in the U.S. Department of State. He also has had appointments as a visiting professor at Columbia Law School, Duke Law School and Moscow State Institute for International Relations.

In his report, Professor Stephan explained his views on revisionism based on the drawbacks in the foreign relations law in the United States, i.e., successful diplomatic relations receive more threats from the federal judicial legislation rather than solutions.

In the Q-A Session, Professor Stephan discussed other issues with attending students and teachers such as the “definition of national security”, the “value orientation of laws in United States” and the “diversified value orientation and the development of foreign relations”, etc.
