Lecture 3 Policies and Practices for Clean & Low-carbon Transition in Electric Power Industry in China

Fahua Zhu, is a foreign academician of Russian Academy of Natural Sciences and special allowance expert of State Council of the People's Republic of China . He is currently the deputy general manager of China Energy Science and Technology Research Institute Co.,Ltd. He serves as the director of State Environmental Protection Key Laboratory of Atmospheric Physical Modeling and Pollution Control. Also, he is the Editor-in-chief of Journal of Electric Power Technology and Environmental Protection. He is the deputy director of the Energy and Environment Committee of the Chinese Society of Environmental Sciences, the deputy director of the Technical Committee for Environmental Protection Standardization of the Chinese Electric Power Industry and an expert of the International Carbon Peaking and Carbon Neutrality Industry Collaboration Alliance. He has hosted and undertaken more than 20 national and provincial science and technology projects, formulated 37 national and industry standards. As the first completer, he has won the first prize of provincial and ministerial level science and technology progress for four times. His representative monograph "Handbook of feasible technologies for pollution prevention in thermal power plants" won the second batch of national excellent training materials for environmental protection. 2019, he led his team to win the "10th China Environment Award". He has been interviewed by CCTV, People's Daily, Science and Technology Daily, China Electrical Power News, China Environment News, etc. He has been called the "Godfather" of ultra-low emission by the media.


Abstract

Reducing pollution and carbon emissions is a major strategic plan made by the Party Central Committee in the new development stage. The electric power industry is the main force in reducing pollution and carbon emissions, and it is significant to set reasonable targets for the electric power industry to reduce pollution and carbon emissions. This talk focuses on the clean & low-carbon transition in electric power industry in China based on three different aspects. Chinese government began to focus on CO2 reduction since 2004. 2005 was the base year of CO2 reduction in China. Hence the first aspect is the interpretations and researches of the policies from 2004 to 2022. The indices and criteria in 6 important policies for electric power industry have been concerned. Secondly, the unit capacity development, steam parameter development, coal consumption rate and CO2 emission reduction are compared in foreign countries and China. Also, the parameters of representative units in China is analyzed. The ultra low emission (ULE) technology is developed and derived data of contribution proportion of ULE retrofits to improvements in ground-level PM2.5 concentrations. In the last part, according to the policies and the practices, the prospects are proposed as different energy types of installed capacity and power generation, thermal utilization hours, coal consumption in thermal power supply, future electricity demand, and China's power industry production and CO2 emission.
